Chemical product change notification: how much notice is enough?

Summary

A chemical supplier gives the notice its supply or quality agreement sets; PPG requires at least 90 days before a production change (PPG SQR02, 2022). Biopharma single-use practice gives changes needing requalification 6 to 12 months minimum by impact (BPOG and BPSA, 2017). Without an agreement, the excipient guide asks for as much notice as reasonably possible (IPEC, 2023).

  • PPG requires automotive raw material suppliers to give written notice of a discontinuation at least 2 years ahead for colored pigments and 1 year ahead for other materials (PPG SQR02, 2022).

  • The BPOG and BPSA single-use practice sets at least 12 months between change notification and implementation for its highest change level, after a pre-change notification at least 6 months earlier (BPOG and BPSA, 2017).

  • EU REACH requires a revised safety data sheet to go free of charge to every recipient supplied in the preceding 12 months (European Union REACH, Article 31, 2026).

  • US OSHA requires new significant hazard information to be added to the safety data sheet within three months (OSHA 29 CFR 1910.1200(g)(5), 2024).

This answer covers business-to-business supply of industrial and specialty chemicals, excipients and process materials under a supply or quality agreement. It does not cover consumer products, regulatory filings a drug or device maker must submit itself, or electronics component notices, which follow their own industry standards.

Which chemical product changes need advance notice to customers?

Chemical product changes need advance notice when they could affect the product's characteristics, performance or regulatory compliance at the customer, and published supplier requirements name the same core list. PPG's change notification requirements for automotive suppliers list seven changes that must always be notified: raw material from a new or existing supplier, a significant change in processing parameters or equipment, any change in formulation or ingredient levels, a change in manufacturing site, a change in specification or test method for a certified property, a change to the safety data sheet, and a change in packaging type or characteristics (PPG SQR02, 2022).

The pharmaceutical excipient guide sets the default the other way round. Under the IPEC Significant Change Guide, every change is treated as significant and notifiable unless it is justified and documented as minor (IPEC, 2023).

Two changes carry a legal duty to tell customers whatever the contract says. A revised safety data sheet must reach recipients in the EU (European Union REACH, Article 31, 2026) and, in the US, go with the first shipment after the update (OSHA 29 CFR 1910.1200(g)(6)(i), 2024), and a US drug master file holder must notify in writing each person authorized to reference the changed information (21 CFR 314.420(c), 2026).

Who must be told depends on the supplier's records: which customer buys which grade, for which application, through which contact. A record of what a chemical distributor tracks beyond a CRM turns a change into a correct recipient list.

How much notice do supply contracts and quality agreements set for a product change?

Supply contracts and quality agreements set their own notice periods; published requirements range from at least 90 days for production changes at PPG (PPG SQR02, 2022) to 6 to 12 months or more for changes the customer must requalify in biopharma single-use practice (BPOG and BPSA, 2017), while laws set their own clock for safety data sheet and regulatory file changes. The table below decides how early to notify each customer and whether to wait for approval before shipping the changed product.

Change type

Typical notice

Customer approval needed?

Why

Raw material, process, formulation or site change

At least 90 days before the change in production (PPG SQR02, 2022)

Highest-impact change needing requalification

At least 12 months notification to implementation, plus a pre-change notice at least 6 months earlier (BPOG and BPSA, 2017, Level 3)

Agreed through the qualification plan

Lab work and regulatory updates take time

Moderate-impact change needing qualification

No

Little customer impact expected

Safety data sheet hazard change

Revised SDS to all EU recipients of the prior 12 months, without delay (REACH Article 31(9), 2026); US SDS updated within three months (OSHA 29 CFR 1910.1200(g)(5), 2024)

No, a legal duty

Worker safety information

Discontinuation

At least 1 year, 2 years for colored pigments (PPG SQR02, 2022)

The customer must find and qualify a replacement

Emergency change

Shorter than normal (IPEC, 2023); expedited (BPOG and BPSA, 2017)

As the agreement allows; keep the customer updated (IPEC, 2023)

Force majeure or supply loss

The first row is the one most buyers meet: at PPG, a raw material, process or site change needs at least 90 days' notice and, if it may affect the characteristics, performance or regulatory compliance of PPG products, PPG's acceptance before the supplier implements it (PPG SQR02, 2022).

Two rows run on clocks the contract does not set. A safety data sheet revision follows REACH or OSHA timing whatever the agreement says, and a discontinuation notice has to leave the customer time to qualify a replacement before the last delivery. Where a contract names no period, the supplier's own policy decides, and such policies may give no number at all (IPEC, 2023; Church & Dwight, 2026).

When does a product change need customer approval before the changed product ships?

A product change needs customer approval before the changed product ships when the supply or quality agreement says so, and in published automotive and biopharma requirements that means any change that could affect the customer's product. PPG states that suppliers must "notify and obtain acceptance from PPG before to implement any change that has the potential to effect the characteristics, performance or regulatory compliance of PPG products" (PPG SQR02, 2022). PPG may ask for samples, may need approval from each affected business unit and may audit the supplier's site for critical changes.

Approval is a contract term, not a general legal rule. The laws that apply to chemical supply mostly require notification: ICH Q7 says manufacturers of active pharmaceutical ingredients (APIs) should notify dosage form manufacturers of changes that can impact API quality (ICH Q7, 2000, 13.17), and the US drug master file rule requires written notice (21 CFR 314.420(c), 2026). Neither gives the customer a veto.

Once approval is given, timing still has to be agreed. PPG requires the supplier to tell it when the first lot made after the change will ship (PPG SQR02, 2022). The excipient guide adds that users may ask for extra stock made before the change while they evaluate it (IPEC, 2023). A buyer who needs approval rights should write them into the quality agreement, with the change types they cover.

Why do published product change notice periods differ between suppliers?

Published product change notice periods differ because each one is written by a different party for a different customer risk: a customer's requirement sets a fixed minimum, an industry practice sets tiers by impact, and a supplier's own policy often promises only reasonable notice. Four published documents show the range.

Who wrote it

Notice period

PPG, automotive suppliers

Customer

At least 90 days; discontinuation 1 to 2 years (PPG SQR02, 2022)

BPOG and BPSA, single-use systems

Drug makers and suppliers together

3, 6 or 12 months minimum by change level (BPOG and BPSA, 2017)

IPEC Federation, excipients

Industry association

As much as reasonably possible, per user agreements (IPEC, 2023)

Church & Dwight, bicarbonates

Supplier

As soon as practical before implementation (Church & Dwight, 2026)

The BPOG and BPSA practice is the most specific: a 12-month minimum for its highest level, and it notes that a change may need "multiple years for full implementation, especially in cases that have multi-region regulatory impact" (BPOG and BPSA, 2017). That length reflects drug makers' need to update regulatory filings, which an automotive coatings customer does not face.

Supplier policies stay open because a supplier sells one product into many industries. Church & Dwight's 2026 letter promises notice "as soon as it is practical before the change is implemented, to allow customers time to evaluate the impact" (Church & Dwight, 2026). A buyer who needs a number should not rely on such a letter and should set the period in the agreement.

What should a product change notification letter contain?

A product change notification letter should contain enough for the customer to judge the impact without a follow-up call: what changes, why, which products, when, and what evidence exists. The excipient guide says the notice should include the target implementation date and the rationale, with a summary of the changes and supporting data where possible (IPEC, 2023). The BPOG and BPSA practice adds a fuller list (BPOG and BPSA, 2017).

Use this list as a checklist for the letter:

  1. A thorough description of the change, including what is not affected.

  2. The reason for the change.

  3. The affected products, ideally specific to the customer.

  4. The change level, judged with a risk assessment.

  5. Timing: estimated qualification completion, report date and implementation date.

  6. An identifier traceable to the originator, kept when the change comes from further up the supply chain.

  7. An impact assessment covering form, function, supply and inventory.

  8. How to request the qualification package and samples.

  9. How the customer will know which delivery is the first changed lot.

Items 1, 3 and 9 prevent most follow-up questions. A letter that names what is not changing stops the customer from asking whether the change reaches further than described (BPOG and BPSA, 2017). A distributor passing on a manufacturer's notice should keep the manufacturer's reference number so customers buying through two channels can see it is one change.

What should you ask a supplier about a product change notification?

When a product change notification arrives, a purchasing team should ask the supplier five questions before agreeing a date: what evidence shows equivalence, which lots are affected, how much pre-change stock is available, whether the change touches a regulatory filing, and how the first changed lot will be marked. The answers decide whether the change is a paperwork update or a requalification project.

Ask for the qualification data, not only the conclusion. The BPOG and BPSA practice lists a risk assessment, qualification plan, qualification report and equivalence discussion as possible contents of the qualification package (BPOG and BPSA, 2017). Ask whether the supplier's own raw material supplier made the change, since the excipient guide recommends that manufacturers agree change notification with their raw material suppliers (IPEC, 2023), and a change two steps up the chain may arrive late.

Ask for extra pre-change inventory if your own evaluation will take longer than the notice period; the excipient guide expects suppliers to plan for that request where possible (IPEC, 2023). Check whether your product's safety data sheet, specifications or customer filings need updating as a result.

On the supplier side, Lubinpla finds the customers and contacts using the changed product from the product usage records in each project, keeps the notice as a customer deliverable, and by default asks for your approval before the email is sent.

Frequently asked questions

Does a distributor have to pass a manufacturer's change notice on to its customers?

A distributor passes a manufacturer's change notice on when its supply agreements require it, and the excipient guide is written for both manufacturers and distributors (IPEC, 2023). Pass on the original reference number so customers can match the same change arriving from two suppliers (BPOG and BPSA, 2017).

Can a supplier change a product without notice in an emergency?

A supplier can shorten notice in an emergency, such as loss of a raw material source, but should still inform customers. The excipient guide says notice periods may be shorter than normal, including those in user agreements, and the user should be updated as new information becomes available (IPEC, 2023).

What is a last-time buy after a discontinuation notice?

A last-time buy is the final order a customer places before a discontinued product stops. PPG requires discontinuation notice of 1 year, 2 years for colored pigments, and enough supplier safety stock to cover open purchase orders (PPG SQR02, 2022). The customer uses that window to qualify a replacement.

Is a safety data sheet update a product change?

A safety data sheet update can happen without any change to the product, for example when new hazard data appear. It still has to reach customers under EU and US rules (REACH Article 31(9), 2026; OSHA 29 CFR 1910.1200(g)(6)(i), 2024), and PPG lists it as a notifiable change (PPG SQR02, 2022).
