NORSOK M-501 Edition 7: what goes in a pre-qualification package?
Summary
NORSOK M-501:2022 (Edition 7) requires each coating system to meet the pre-qualification its coating system data sheet cross-references (as of 2026-10-23). A package therefore pairs every data sheet the project names with test reports on the same products and build-up, the laboratory behind them, and paint shop and operator qualification records.
NORSOK M-501 Edition 7 was adopted in September 2022, published in English in November 2022, and superseded Edition 6 from 2012 (Element, 2023).
Edition 7 adds pre-qualification requirements for coating under insulation and for tank linings (Standards Norway, 2022).
ISO 12944-9:2018 covers offshore paint systems for CX and Im4 exposure in a service temperature range of minus 20 °C to plus 80 °C, and replaced ISO 20340:2009 (AFNOR, ISO 12944-9:2018 listing).
Some tests that coating manufacturers ran internally under Edition 6 now need an independent test house with the relevant accreditations (Element, 2023).
This answer covers the documents a coating supplier or applicator assembles to show that a coating system meets NORSOK M-501:2022 pre-qualification on an offshore or coastal project. It does not reproduce the paid standard's clauses, and it does not cover project-specific owner supplements or fire certification of passive fire protection.
What and whom does NORSOK M-501 Edition 7 pre-qualification cover?
NORSOK M-501 Edition 7 pre-qualification covers the coating systems listed in the standard for offshore and coastal facilities, and it applies to the coating manufacturers who qualify those systems and the paint shops and contractors who apply them. Standards Norway describes the standard's scope in one sentence: "NORSOK M-501 specifies the requirements for the selection of coating materials, surface preparation, application procedures and inspection for protective coatings to be applied during the construction and installation of offshore and coastal facilities and gives guidelines with respect to later maintenance work" (Standards Norway, 2022).
Standards Norway lists NORSOK M-501:2022, dated November 2022, as the latest version (as of 2026-10-23). Element notes that the standard is used well beyond Norway for qualifying anti-corrosive and fire protection materials offshore, and that IOGP S-715 is closely related to M-501 and "essentially treated as an annex to NORSOK" (Element, 2023).
Not every system needs pre-qualification. Element states that certain systems already required it under Edition 6 and that "a significant number of new categories" now also require it under Edition 7 (Element, 2023). The coating system data sheet for each system shows whether it does, so the package starts there.
What changed in NORSOK M-501 Edition 7 for coating pre-qualification?
NORSOK M-501 Edition 7 changed pre-qualification in three ways: each coating system now has its own coating system data sheet that cross-references its pre-qualification, more coating categories now need pre-qualification, and some tests move from the manufacturer's own laboratory to an independent test house. Element dates the change: Edition 7 was adopted in September 2022, published in English in November 2022, and superseded Edition 6 from 2012 (Element, 2023).
Standards Norway lists the pre-qualification changes among the main changes from Edition 6:
Pre-qualification requirements for coating under insulation and for tank linings (Standards Norway, 2022).
Clarified qualification requirements for paint shops and operators (Standards Norway, 2022).
Clarified inspection and testing requirements before, during and after coating application (Standards Norway, 2022).
New coating systems for cryogenic service, high temperature service, powder coating and passive fire protection in the splash zone (Standards Norway, 2022).
New normative annexes for passive fire protection water uptake, immersion freeze dry testing and fire testing, and for adhesion and cohesion testing (Standards Norway, 2022).
For passive fire protection, Element reports that environmental weathering now calls for more intensive testing to qualify (Element, 2023). The practical effect is that an Edition 6 approval list is no longer a complete answer: the supplier has to show which Edition 7 data sheet each system meets.
What goes in a NORSOK M-501 Edition 7 pre-qualification package?
A NORSOK M-501 Edition 7 pre-qualification package holds the coating system data sheet reference for each system, the pre-qualification test reports and the laboratory behind them, proof that the tested products and build-up match the proposed system, the edition and date of each report, and paint shop and coating operator qualification. Standards Norway explains why the data sheet comes first: "Each CSDS outlines the relevant operational conditions, applicable substrate material quality, surface preparation requirements, generic coating system build up and the required adhesion testing" (Standards Norway, 2022).
The table below turns the data sheet into a checklist, one row per package item.
Package item | What Edition 7 requires | How to check it |
|---|---|---|
Coating system data sheet (CSDS) reference | One CSDS per coating system and substrate, cross-referencing pre-qualification in Table 1 and inspection in Table 2 (Standards Norway, 2022) | The CSDS number in the proposal matches the one in the project specification |
Pre-qualification test report and laboratory | The tests the CSDS cross-references; some now at an accredited independent test house (Element, 2023) | Laboratory name, accreditation and the test methods named in the report |
Tested product and build-up | The tested system matches the generic build-up in the CSDS | Products, number of coats and film thickness in the report match the proposal |
Report edition and date | Edition 7 is the current basis (Standards Norway, 2022) | The report states the edition and test standard; older reports need buyer acceptance |
Paint shop and coating operator qualification | Clarified qualification for paint shops and operators (Standards Norway, 2022) | Qualification records for the shop and the operators who will apply the system |
The key row is the tested product and build-up. A report on a different product, a different number of coats or a thinner film does not qualify the proposed system, however complete the rest of the package looks. Packages fail this way in tenders even with every document attached, as covered in why a tender bid is rejected as non-compliant with every document attached.
Which tests must an independent laboratory perform under NORSOK M-501 Edition 7?
Under NORSOK M-501 Edition 7, the tests an independent laboratory must perform are set in the standard's pre-qualification table and cross-referenced in each coating system data sheet; the public summaries opened for this article do not list them test by test. Element states only that "there are also other areas where manufacturers would previously have carried out the testing internally which will now require the use of an independent test house that has the relevant accreditations" (Element, 2023). Element is itself a test house, so read that summary alongside your copy of the standard.
What the public sources do show is the kind of testing involved. Norner describes NORSOK M-501 pre-qualification for atmospheric conditions as cyclic ageing with UV, condensation, salt fog and low temperature; splash zone coatings also undergo immersion testing and cathodic protection resistance testing; fully immersed coatings undergo immersion and cathodic resistance testing (Norner). Element lists related tests including ageing resistance to ISO 12944-9 Annex B, seawater cycling immersion, cathodic disbondment to ISO 12944-9 and static high temperature testing (Element, NORSOK M501 service page).
When a supplier sends a report, check three points: the laboratory is named and is not the manufacturer, the accreditation covers the test method used, and the test matches the one the data sheet cross-references. Norner explains that ISO/IEC 17025 accreditation means a laboratory meets technical competence and management system requirements (Norner).
How do you match a pre-qualification test report to a coating system data sheet?
You match a NORSOK M-501 pre-qualification test report to a coating system data sheet by checking that the report's tested system, edition, test methods and laboratory all point to the same data sheet the project specifies. A genuine report can still qualify a different system. Check in this order:
Data sheet: the report names the system number and sub-system the project calls up, not only "NORSOK".
Substrate and service: these match the CSDS, such as carbon steel in the splash zone.
Products: product names and any component identification results match what will be supplied. ISO 12944-9:2018 specifies the test methods used to determine the composition of the separate components of the paint system (AFNOR, ISO 12944-9:2018 listing).
Build-up: number of coats and dry film thickness per coat match the proposal.
Edition and method: the report states the NORSOK edition and test standard.
Laboratory: the report names the laboratory and its accreditation.
A public example shows the fields to read. A 2016 maker notice lists an Edition 6 approval as System 7A, an epoxy at 3 x 200 µm for carbon and stainless steel in the splash zone (Teknos, 2016). A proposal at two coats, or on a substrate or zone the report does not name, would not match that report. Lubinpla's submission document check first sets out the documents the buyer required, then matches each test report to its target system and validity, and returns whether the package can be submitted and what to request.
Are NORSOK M-501 Edition 6 pre-qualification reports still valid under Edition 7?
Whether NORSOK M-501 Edition 6 pre-qualification reports remain valid under Edition 7 is not stated in the public sources opened for this article, so treat it as a question for the buyer and the standard's own text, not as a yes. Standards Norway lists Edition 7 as the latest version, and Element states that Edition 7 superseded Edition 6 (Standards Norway, 2022; Element, 2023).
Element's advice to manufacturers frames the task: they "need to be aware of the changes and identify how it will affect their system's suitability or qualification to the new edition" (Element, 2023). That leaves three cases for a package:
The system's Edition 7 data sheet calls for the same test the Edition 6 report covers, run by an independent laboratory: ask the buyer in writing whether the report is accepted.
The Edition 7 data sheet adds a test, or now requires an independent test house where the Edition 6 test was run in-house: the old report does not cover the gap.
The category had no pre-qualification under Edition 6, such as coating under insulation or tank linings (Standards Norway, 2022): there is no Edition 6 report to carry over.
Also check the test standard named in an older report. A 2016 maker notice says System 1 coatings had to pass ISO 20340 tests (Teknos, 2016), and ISO 20340:2009 has since been replaced by ISO 12944-9:2018 (AFNOR, ISO 12944-9:2018 listing). Record the buyer's answer with the package.
How does NORSOK M-501 pre-qualification differ from ISO 12944-9?
NORSOK M-501 pre-qualification differs from ISO 12944-9 in scope: ISO 12944-9 is a laboratory performance standard for offshore paint systems, while NORSOK M-501 Edition 7 also governs coating selection, surface preparation, application, inspection and the qualification of paint shops and operators. ISO 12944-9:2018 "specifies the performance requirements for protective paint systems for offshore and related structures" exposed to corrosivity category CX and immersion category Im4 (AFNOR, ISO 12944-9:2018 listing).
The table below shows where each standard applies, so a package cites the right one for each item.
Point | ISO 12944-9:2018 | NORSOK M-501:2022 |
|---|---|---|
What it governs | Paint system performance tests, composition tests and evaluation criteria (AFNOR listing) | Selection, surface preparation, application, inspection and pre-qualification (Standards Norway, 2022) |
Temperature and substrate | Minus 20 °C to plus 80 °C; carbon steel not less than 3 mm (AFNOR listing) | Adds cryogenic and high temperature service systems (Standards Norway, 2022) |
Excluded or added areas | Excludes surfaces under insulation and tank interiors (AFNOR listing) | Adds pre-qualification for coating under insulation and tank linings (Standards Norway, 2022) |
People and shops | Not covered | Paint shop and coating operator qualification (Standards Norway, 2022) |
The key row is the excluded areas: a passing ISO 12944-9 report does not cover coating under insulation or a tank lining, which Edition 7 pre-qualifies separately.
The two standards still meet in the package. Element lists ageing resistance testing to ISO 12944-9 Annex B and cathodic disbondment to ISO 12944-9 among its NORSOK M-501 test services (Element, NORSOK M501 service page), so an ISO 12944-9 report is often the evidence behind a NORSOK data sheet. Cite the ISO 12944-9 report for the laboratory performance result and the NORSOK data sheet for which system, substrate and service it qualifies. A report that cites only ISO 12944-9 still needs the data sheet match described above before it counts as NORSOK pre-qualification.
Frequently asked questions
Does every NORSOK M-501 Edition 7 coating system need pre-qualification?
No. Element states that certain systems already required pre-qualification under Edition 6 and that a significant number of new categories now also require it (Element, 2023). The coating system data sheet for each system cross-references any pre-qualification it needs, so check the data sheet the project calls up.
Is IOGP S-715 part of NORSOK M-501?
IOGP S-715 is a separate document from the International Association of Oil and Gas Producers. Element describes it as closely related to M-501 and essentially treated as an annex to NORSOK (Element, 2023). Check whether your project specification calls it up, and which NORSOK edition it was written against.
How long does the NORSOK cyclic ageing test take?
The cyclic test described for System 1 coatings under Edition 6 ran 25 cycles of UV and condensation, salt spray and low temperature, a total of 4,200 hours (Teknos, 2016). Kiwa describes the same 25-cycle, 4,200-hour sequence for ISO 12944-9 testing (Kiwa). Confirm the duration your data sheet cross-references.
